UN set to table Karabakh resolution Thursday

BAKU - A debate at the United Nations General Assembly on a new resolution on the Armenia-Azerbaijan conflict over Upper (Nagorno) Karabakh has been scheduled for Thursday, according to the UN website.
The draft resolution, which condemns Armenian occupation of neighboring Azerbaijan's territories, says that the displaced Azerbaijanis driven out of Nagorno Karabakh and surrounding regions during the war in the early 1990s reserve the right to return home.
The resolution says that all norms of international humanitarian law and human rights standards are to be applied to the Karabakh conflict.
It says that repatriation of the IDPs will facilitate communication and confidence-building among the people.
The resolution also calls for protecting cultural and religious monuments and taking urgent action to determine the fate of the missing persons.
The document suggests that the UN agencies review applying international standards of humanitarian law and human rights in the conflict zone. It also calls for delegating a multi-national mission to prepare a report after studying the situation.
The document also requests that the UN Secretary General submit a comprehensive report to the 65th session regarding enforcement of the resolution.
Discussions on the resolution were initially due on Tuesday but later re-scheduled for Thursday.
The UN GA passed a similar resolution on the situation in the occupied Azerbaijani territories, drafted by Baku, in March 2008. The document recognized Karabakh as an internationally recognized territory of Azerbaijan and urged a full, immediate and unconditional withdrawal of the Armenian forces, which occupy 20 percent of Azerbaijani lands, despite four UN resolutions on their unconditional pullout passed earlier.
